26 марта 2009 года в Учебно-спортивном культурном центре Республиканской организации Башкортостана Росхимпрофсоюза состоялся X Пленум РК РОБ РХП, посвященный вопросам обеспечения социальных гарантий, занятости работников отрасли и индексации зарплаты в условиях экономического кризиса. Основные проблемы, которые были обсуждены участниками Пленума - это программа действий профсоюзных профорганизаций в условиях экономического кризиса и спада объемов производства. В своем докладе Председатель РОБ РХП Набиев P.P. отметил, что финансово-экономический кризис в России приводит к падению объемов производства, росту безработицы, снижению доходов населения. Все это усугубляется ростом цен на основные продукты питания, оплату за жилье и коммунальные услуги, стоимость проезда в общественном транспорте. Было отмечено, что проводимая сегодня социальная политика не имеет системного характера, не способствует достижению главной цели по реализации прав граждан на социальную защиту, обеспечение достойного уровня жизни людей. Сегодня нет сбалансированности спроса и предложения на рынке труда. Не проводится должная оценка принимаемых решений с точки зрения создания новых рабочих мест. Отсутствуют технологии определения потребности в квалифицированных кадрах. Предлагаемые рабочие места нельзя в большинстве случаев назвать эффективными, так как они не обеспечивают достойную заработную плату. Ликвидация обязательного страхования от безработицы лишило возможности проводить активную политику подготовки, переподготовки кадров и создания новых рабочих мест. 20 августа 2009 года в Учебно-спортивном культурном центре Республиканской организации Башкортостана Росхимпрофсоюза состоялось совещание представителей членов Регионального отраслевого Объединения работодателей «Союз химиков Республики Башкортостан» и РОБ Росхимпрофсоюза.
В своем выступлении председатель Республиканской организации Башкортостана Росхимпрофсоюза Набиев P.P. отметил, что осознавая сложность проблем сбыта выпускаемой продукции, роста тарифов на услуги монополистов и налоговой нагрузки, пополнения оборотных средств организаций отрасли, профсоюзы готовы совместно содействовать решению этих проблем на основе конструктивного диалога и соблюдения принципов социального партнерства. Необходимо сохранить покупательскую способность заработной платы работников основного и вспомогательного производств, так как ее снижение будет углублять экономические последствия кризиса в регионах расположения организаций отрасли. Повышение реальной заработной платы имеет решающее значение для увеличения спроса и должно поддерживаться финансово-бюджетной политикой, стимулирующей потребление.
